Government software must serve everyone, and that is extraordinarily hard. Unlike commercial products that can target a specific demographic, civic platforms must work for citizens of all ages, abilities, languages, and technical literacy levels. Accessibility is not a nice-to-have — it is a legal mandate (Section 508, EN 301 549, WCAG 2.1 AA). Every flow — applying for a permit, renewing a licence, paying a tax bill — must be usable by someone who has never used a computer before and by someone who uses assistive technology every day.

Legacy systems are deeper and more fragile than in any other industry. Many government agencies run on mainframes and COBOL systems that are decades old, maintained by a retiring workforce. The risk of touching these systems is high, but the cost of not modernising grows every year. We specialise in incremental modernisation — wrapping legacy systems with modern APIs, replacing components one at a time, and building new frontends that hide the complexity of the underlying mainframe from end users.

Security and compliance are existential requirements. Government systems handle sensitive citizen data — tax records, health information, criminal histories — making them prime targets for nation-state and ransomware attacks. We build with zero-trust architecture, encryption at every layer, comprehensive audit logging, and FedRAMP/SOC 2-level controls. In government, "good enough" security is a breach waiting to happen, and a breach erodes public trust for years.
